In a space often dominated by pure profit-driven motives and centralized systems, Phoenix Liber reclaims the original promise of decentralized technology: creative sovereignty, transparency, and real-world impact. We believe that technology should be used to build unbreakable bonds, restore dignity, and uplift those who need it most.

The heart of this vision is the Smiles Room—a dedicated space within every country’s community where members can share verified stories of individuals facing severe hardships (hunger, job loss, homelessness). The local community verifies the truth of the story on the ground, and the global community unites to provide financial and emotional support. This ensures that Phoenix Liber’s impact extends beyond the blockchain and directly into the real world, saving the day for real people and bringing smiles back to their faces.

2. The Cycle

The Phoenix Liber ecosystem operates in a continuous, multi-phase cycle of creation, curation, and collaboration. Each cycle is designed to elevate individual creators and fuse their work into a single, historic artifact.

• National Creation Phase: The cycle begins with a central theme. Creators across the globe respond to this theme in distinct phases (e.g., Story, Image, Song, and Video). Submissions are first made within their respective national communities.
• National Selection: Each country reviews its own submissions and selects one national winner per phase.
• The Global Vote: The winning national entries are brought into the Global Room. The worldwide community reviews the finalists and votes for the ultimate winner of that phase.
• The Fusion (The Global NFT): Once all creative phases (Story, Image, Song, Video) are complete, the final global winners are fused into one single, combined Global NFT. This 1-of-1 piece represents the shared journey of every nation and is minted on the Polygon network.
• The Legacy: Submissions that do not make it to the final Global NFT are never discarded. They are preserved and utilized for community promotion, digital books, and NFT collages, ensuring every participant’s contribution is valued.

3. Community Fund

The financial engine of Phoenix Liber is designed for absolute transparency, security, and sustainability, ensuring the movement can fund future cycles and its charitable missions.

Treasury Inflows

• The Global Auction: The finalized 1-of-1 Global NFT is auctioned on a proven, secure marketplace (like Thirdweb or OpenSea).
• Cultural Phoenix NFTs: In parallel to the main competition, each country has a dedicated room where members can draw phoenixes featuring motifs of their specific culture and tradition. These are minted and sold independently. When a Cultural Phoenix sells, the original author receives a direct share, while the rest supports the project.

Treasury Management & Security

• Stablecoin Standard: To protect the community's resources from crypto market volatility, all auction bids and treasury holdings prioritize stablecoins like USDC or USDT. This ensures that the real-world value of the fund remains intact.
• Decentralized Security: The Community Fund is secured by a Safe Multisig wallet. Funds cannot be moved unilaterally; transactions require multi-signature approval from trusted community leaders, eliminating the risk of a single point of failure.

4. Governance

Phoenix Liber operates on a principle of true democracy. Decision-making is decentralized, ensuring that power remains in the hands of the community, not just a select few.

• One Member, One Vote: At the global level, every single verified community member has the right to vote on Snapshot. Leaders do not vote on behalf of their nations. This direct voting prevents corruption, ensures fairness, and makes every member’s voice matter.
• Gasless & Transparent: By utilizing Snapshot on the Polygon network, voting is completely free (gasless) for members and permanently verifiable on the blockchain.
• The Anti-Bias Rule: To maintain the integrity and true sporting spirit of the competition, members are strictly prohibited from voting for their own submissions.

5. Country Leaders

Country Leaders are the backbone of the Phoenix Liber movement. They are responsible for building their local communities, guiding the creative process, and ensuring the core values of the project are upheld on a national level.

The Recruitment & Election Process:

1. Application: Candidates apply via the website, with priority given to those who already have community-building experience and a social media presence.
2. Discord Presentation: Shortlisted candidates present themselves in their country’s Discord room, outlining their vision and strategy to the local members.
3. Public Election: After all presentations, the national community votes via Snapshot. The candidate with the most votes is officially assigned the Country Leader role.

Autonomy and Accountability:

• Creative Freedom: Leaders are granted the autonomy to design their own fair selection methods for choosing national winners during the creative phases. This allows them to showcase their unique working style and adapt to their specific community's culture.
• Annual Confidence Vote: To ensure leaders remain aligned with the community's best interests, an annual confidence vote is held via Snapshot. The community evaluates the leader’s performance and democratically decides whether they retain their role for the following year.
